"Japans Policy and Contributions to Human Security in Southeast  Asia"

Significance of issue :

 

After the end of Cold War and the terroist attack on 11/9, the international community has faced a new kind of security problem. Terrorism becomes a main obstacle for peace, security, and prosperity of the world as a whole. And this issue should not and can not be dealt by the military means only. In fact, as it is widely known that the root of this problem lies on poverty, uneducated, and undeveloped conditions of some groups of people, which may be called the human security problems.

 

Japan, as a major economic power and a member of the internaltional community, is expected to play a crucial role in this matter, particularly in the Southeast Asian region where the terrorist network is claimed to be located, and the human security issues need to be solved. At the same time, the Southeast Asian countries themselves also realize that the terrorism and human security are interrelated and significant for their development and prosperity.  Leaders of Japan and Southeast Asian countries agreed at the APEC Sumit 2003 that terrorism and human security are priority issues which get high attention from all governments.

 

 Therefore, it is very important and necessary to study Japan’s policy, role, and contributions on this issue. At the same time, it is also very interesting to know the expectation and reaction of Southeast Asian countries and other major powers on Japan’s policy and activities. Moreover, apart from the academic discussion, it is also very important to continue and expand the network of scholars who are working on Japanese studies, which has been already set up since 2003. For these 2 purposes, the international conference on the above title should be organized.
